Enclosure 4.

RECT

REGE 26 MAR 14,

My dear Sir Kai,

Government House,

Hongkong, 10th. January, 1914.

417

By this mail you will receive a letter from the Colonial Secretary about a recent decision of the Secretary of State for the Colonies arising as I understand out of a

general review of the conditions under which Unofficial Kembers

which will %

of Legislative Council hold their seats, preclude the re- -nomination of yourself at the expiration of your 4th. term as & member of the Legislative Council.

I have expressed in that letter the obliga- -tions which this Government owes you and I wish to add my person- -al expression of indebtedness to you for much help in the work in

which we have been associated in the past. I hope that we may

still find common ground on which to co-operate for the good of

the Colony in the future.

Yours sincerely,

P.S.

F

I hope that change and rest have done you good.

(Sd.) F. H. Lay.
